Africa Trade Academy Develops and Delivers Training on Smarter and Coordinated Border Management

Africa Trade Academy (ATA) has successfully supported the development of new training material on Coordinated Border Management (CBM) and Joint Border Post (JBP) for the Ghana Revenue Authority – Customs Division (GRA-CD), marking a significant milestone in the modernization of customs administration in Ghana.

The initiative, funded by TradeMark Africa, is aimed at strengthening the capacity of customs officers by equipping them with the knowledge, skills, and practical competencies required to operate in an increasingly integrated and trade-facilitative border environment.

The newly developed curriculum is designed to support the transition of customs officers from traditional enforcement-focused practices to modern customs approaches that emphasize efficiency, coordination, and facilitation of legitimate trade. It will be incorporated into the core training programmes of GRA-CD, ensuring that all officers are equipped with the competencies required to meet evolving demands in border management.

Coordinated Border Management and Joint Border Post systems are critical to improving border efficiency, reducing clearance times, and enhancing collaboration among border agencies. As Ghana advances its trade facilitation agenda and implements commitments under the AfCFTA, the availability of structured and practical training material in these areas is both timely and strategic.

The development of the curriculum followed a rigorous and consultative process, drawing on technical expertise, field experience, and stakeholder inputs to ensure relevance and applicability to real-world customs operations. The resulting training material combines theoretical foundations with practical insights to enhance learning outcomes and operational effectiveness.

By integrating CBM and JBP training into its institutional framework, the Ghana Revenue Authority – Customs Division is taking a proactive step toward building a modern, professional, and responsive customs workforce. The initiative is expected to strengthen inter-agency coordination at border posts, improve service delivery, and facilitate smoother cross-border trade.
